Net-billing in Poland: how energy from home solar is settled

Energy fed into the grid is valued at the market price: monthly (RCEm) or, for prosumers who started feeding in from 1 July 2024, the price for each settlement period (RCE). That value multiplied by 1.23 goes to the prosumer deposit, which pays for energy you take from the grid for 12 months. The seller refunds unused funds by the end of the 13th month, up to 20% (RCEm) or 30% (RCE) of the value of energy fed in during that month.

Who net-billing applies to
Value-based settlement covers installations connected and first feeding energy into the grid after 31 March 2022. Energy fed in from 1 July 2022 is settled by value. A prosumer in the old net-metering scheme (1:0.8 up to 10 kW, 1:0.7 above) can switch to net-billing but cannot return. The settlement right lasts 15 years from the first feed-in.
How energy fed into the grid is valued
RCEm, the monthly market price: for prosumers who first fed in energy by 30.06.2024.
RCE, the price for each settlement period: for prosumers from 1.07.2024. Since 14.06.2024 the balancing market settlement period is 15 minutes.
For RCE prosumers, energy fed in during a negative-price period is worth 0 PLN.
An RCEm prosumer can switch to RCE by declaration (from the following month), with no way back.
The prosumer deposit and refunds
The value of energy fed in is multiplied by 1.23 and credited to the prosumer deposit the following month. The deposit pays for energy taken from the grid for 12 months; after that the funds expire. The seller refunds the unused amount by the end of the 13th month, up to 20% of the value of energy fed in that month under RCEm or up to 30% under RCE (rule in force since 27.12.2024).
Worked example with an assumed price of 0.30 PLN/kWh: 100 kWh fed in during a month × 0.30 PLN = 30 PLN; multiplied by 1.23, 36.90 PLN goes to the deposit. The real price depends on the market.
What this means for an owner
Energy used straight away in your own home is worth the most. Under net-billing it pays to match system size to consumption and to consider shifting usage to production hours or adding home energy storage.
