Does solar PV need a permit in Poland? The 6.5 kW threshold and the fire service

Above 6.5 kW the design must be agreed with a fire-safety expert and, when installation is finished and before use, the State Fire Service must be notified (no objection within 14 days means you may proceed). Storage up to 30 kWh needs no building formalities. On a listed building or in an area entered in the heritage register, the conservator's permit is required.

Fire-safety agreement and fire service notice
The duty to agree designs above 6.5 kW with an expert has applied since 19.09.2020. The amendment of 4.12.2025 (in force from 7.01.2026) repealed former art. 56(1a): the fire service is notified whenever the design required a fire-safety agreement. Some fire service pages still show the outdated "up to 50 kW" range.
Attachments to the notice: the agreed design, the plan for rescue teams, a statement that the work follows the design and, if applicable, a power of attorney.
If the fire service raises no objection within 14 days, the system may be used.
Energy storage
Since the 2025 amendment, electricity storage up to 30 kWh needs no permit or notification. From 30 to 300 kWh a notification, a fire-safety agreement of the documentation and a fire service notice with a plan for rescue teams are required.
Listed buildings and conservation areas
Works on a building entered in the heritage register need a building permit, and in a registered area a notification; in both cases also the provincial conservator's permit. Check the building's status at the municipal office before ordering a system.
